From the standpoint of philosophical Taoism, the underlying mystery is impartial. It has no will nor emotions. It can neither reward nor punish. It is not an it.
The mystery is the definition, laws and processes of life. Sometimes we perceive life as being good and sometimes we perceive it as being bad. Tao is neither.
