God has the interest and time to send out dictates about what certain people should wear in the performance of their official duties to serve him, but seemingly not the interest or time to end poverty, war or violence.

I can't remember a line in which Lao Tzu or Zhuangzi dictated from Tao what people should wear for any occasion!

Although in contemporary Taoist monasteries, there is an emphasis on natural fibers as part of the empahsis on naturalness. In ancient times, all fabrics would have been natural anyway.

Yes, that dictation would be more appropriate for Confucius. Confucianism emphazises social & familial harmony or etiquette.
