Tao Bible - Jeremiah 45:4

Thus shalt thou say unto him, The LORD saith thus; Behold, that which I have built will I break down, and that which I have planted I will pluck up, even this whole land.

The Tao of heaven is like the bending of a bow.
The high is lowered, and the low is raised.
If the string is too long, it is shortened;
If there is not enough, it is made longer.
~ from Verse 77 of the Tao Te Ching ~
God speaks in anger. Because his expectations have not been met, he says he will tear down what he has built up.

Tao has no expectations and so there is no anger. All forms live and die as part of the natural process of this thing we call life. What is built up will one day be worn down because this is the manner in which the Way is.
