Tao Bible - Ecclesiastes 8:5

Whoso keepeth the commandment shall feel no evil thing: and a wise man's heart discerneth both time and judgment.
~ King James version ~

Rules themselves lead to their breakage.
~ possible Taoist alternative ~
If human history has taught us nothing else, it teaches that the definition of rules are always subjective. When external rules are the measuring stick, we constantly try to figure out how we can satisfy our ego-based desires and still technically not violate the rules.

To illustrate this point, I'll pull some info from a recent headline. While serving as Secretary of Defense, Donald Rumsfeld stated on several occasions that the US had not "waterboarded" prisoners. While this may (or may not!) be true in a strict technical sense, evidence is coming out that Rumsfeld authorized techniques very similar to waterboarding (e.g., placing a prisoners head in a toilet which is flushed or forcing a hose into a prisoner's nostrils and then turning on the water full-force).

Consequently, Rumsfeld may have violated the spirit of the law, but not its letter.
