Tao Bible - Ecclesiastes 8:4

Where the word of a king is, there is power: and who may say unto him, What doest thou?

Just do what needs to be done.
Never take advantage of power.

As we have traveled throughout the Old Testament, one idea we have crossed again and again is this idea that the words and deeds of rulers are often synonymous with that of God. Me thinks it is a clever way of keeping the people subdued.

Lao Tzu warns us that power can be a double-edged sword. The sage never takes advantage of it; kings and rulers almost always do!
