A Shock Doctor's Warning

The president of the World Bank has warned that the world is "one shock away from a full-blown crisis".

Robert Zoellick cited rising food prices as the main threat to poor nations who risk "losing a generation".

He was speaking in Washington at the end of the spring meetings of the World Bank and International Monetary Fund.

On the surface, it sounds like Zoellick is warning the world as a way possibly to avert a crisis. By calling attention to the precarious situation, one could argue that he is trying to convince us to pull ourselves back from the brink.

Personally, I think his warning is of a different sort entirely. I think he is merely setting the stage for the justification of the next shock doctrine phase when the World Bank and IMF employ strategies that will help to bring about the kind of crisis he warns about! These organizations, in conjunction with the US and EU, will say they are forced into doing this or that because they have no choice in the matter.
